Biography
Anar is a human rights activist with more than 15 years of professional experience in election monitoring, good governance and promotion of political rights in Azerbaijan and Post-Soviet countries. He has been awarded a prestigious Václav Havel Award for Human Rights of the Council of Europe in 2014 for his work in human rights and democratic elections.
Anar began his activism in the late 1990s and in 2001, he founded the Election Monitoring Centre, which succeeded to mobilize more than 1000 domestic election observers across the country for all elections since. Later he established the Election Monitoring and Democracy Studies Center (EMDS) in December 2008.
Anar took part in numerous election observation missions as an expert, including that of the Office for Democratic Institutions and Human Rights of the Organization for Security and Cooperation in Europe (OSCE/ODIHR).
Anar is a graduate from the Azerbaijan University of Languages in Philology and from the Syracuse University (USA) in the Executive Master of Public Administration (EMPA).
