Biography
In 2010 graduated from National University “Odessa Law Academy”. In 2014 defended a Ph.D. thesis on International Law Protection of Cultural Property in the Event of Armed Conflict. During 2012-2013 Dmytro was implementing a research project “Restitution of Cultural Property: International Law Regulation and National Experience” at Jagiellonian University (Krakow). From 2013 he works on the problem of international criminal courts’ influence on post-conflict societies’ collective memory. This research he started in the Graduate School for Social Research, Polish Academy of Science (Warsaw). In 2019 awarded a Fulbright scholarship for the research at Center for Russian, East European and Eurasian Studies at Stanford University.
In 2015-2017 served as a member of the Ministry of Justice Expert Committee on International Humanitarian Law Implementation. Worked on the monitoring reports on international humanitarian law compliance for the Truth Hounds NGO and Ukrainian Helsinki Human Rights Union monitoring. Consulted Ukrainian Ministry of Foreign Affairs, Ministry of Culture and Prosecutor General’s Office, Ukrainian Parliament on different aspects of foreign policy and international law implementation.
