Biography
Kirill Shamiev is a PhD candidate interested in Russian civil-military relations and security sector reforms. He is skilled in quantitative (panel data, quantitative text analysis, quasi-experiments, big data in R and Stata) and qualitative (text analysis, QCA, interviews, surveys) methods.
Kirill earned a BA degree in political science (with honors) at the Higher School of Economics in Russia, an MA in public policy (with distinction and security specialization) at Central European University where he currently pursues a doctoral degree in political science (public policy track). His PhD is about the role of Russian civil-military relations in national security policymaking.
Kirill works as a visiting lecturer and junior research fellow at the Higher School of Economics in Saint Petersburg where he teaches “Introduction to Policy Analysis” and researches multilevel governance and Russian policymaking. He is a member of the Inter-University Seminar on Armed Forces and Society, an association of scholars studying civil-military relations.
Apart from the research and teaching activities, Kirill appeared with articles on Russian security, politics, and society at Meduza, The Kennan Institute, Riddle, The Moscow Times, Novaya Gazeta, and Echo of Moscow. He also gave comments to the Russian and international media, such as TV Rain (Дождь), Current Time (Настоящее время), RTVI, Meduza, La Stampa, Kurier, The New Statesman, and La Croix.
